I don't know how to translate exactly from Vietnamese language . The situation is as follows :

 China says the Paracel and Spratly archipelagos belong to them ,but Vietnam says these archipelagos belong to Vietnam . The newspapaper publishes  an article on this issue  and wants public opinion ( everybody ) to judge it justly by listening to the source of information it (the newspaper ) is going to provide . In Vietnamse language , it means " in order for public opinion / world opinion to know all the heads and tails of the story ". One of my Vietnamse friends translated it into "For reference and discussion purpose we ( the newspaper ) are quoting / carrying the entire speech (essay ) from a British historian about Vietnam 's sovereignty on the Paracels and Spratlys archipelagos "

I myself find the expression "For reference and discussion purpose " hard to understand , so I would appreciate it very much if you could help me use the exact expression usually used by newspapers.

You need to say 'For reference and discussion purposes,  . . ' 

But I think more natural would be 'For purposes of reference and discussion,  . . ' 

However, it's still not very clear who is supposed to do the referencing and discussing.
