I would always use a capital on at least the
K
ind. Personally I would use the first Kind Regards. As its an ending it seems more important to capitalise both words and make more of an emphasis.

Hello Everyone
When you say 'kind regards' - who is being kind? The implication is that the writer of the letter is kind, which is a tad preposterous. IMHO, Best Regards or Warm Regards would be a better option.

well intentioned gesture
. It's another way of saying "Good, Best wishes" - I would not capitalise the
r
or
w
; but it wouldn't be a sin if you did!

When ending a letter with 'Kind regards' and following it immediately beneath with 'Yours sincerely', which punctuation mark (if any) should be used after 'regards'?

I agree for at least the 'K' of Kind, but I would prefer 'r', so that there is less "separation" between the 2 words.

The correct version would to capitalize the "K" because the writer is using a phrase and the "K" is capitalized because it is the first word in a sentence (or fragment in this case). Capitalizing the "r" is just unnecessary.
Sorry for spelling errors, I'm great at grammar, terrible at spelling.

There should be no "Kind (or kind)" before "Regards" as we normally do not have Bad (or bad) regards,
