I came across the following sentece and I am afraid it is not correct:

If I were a cop, I would give tickets in situations when the drivers are speeding or talking on their cell phones.

I think I should write in which in the place of when. Am I right? Do you happen to have any other suggestion?

in which, as you say, is also possible. 

I would just remove in situations, thus:

If I were a cop, I would give tickets when drivers are speeding or talking on their cell phones.
