what is the correct sentance ?

1. The boys who have pased G.C.E.(A/L) last year in Royal college Colombo wll be rewarded.

2. The boys in Royal college Colombo  who have passed G.C.E. (A/L) last year will be rewarded.

I would use the second sentence.

I would use the simple past tense (passed) rather than the present perfect (have passed) since you specify a past time (last year).

I agree with you. I did not spot the part of the sentence relating to time.
