What is the meaning of the verb 'relate' in the following sentence?

"Relative pronouns always relate back to something or somebody else."

Its straight-forward. It indicates "relationship how it is connected"...

I wanna ask again..
Does 'relate back' mean that "A relative pronoun mentions a noun and its position is behind the noun"?
Actually I don't need the inforamtion about the grammar, 'relative pronouns'.
I just asked to make sure the meanig of  the word phrase 'relate back'  used in the sentence.

Let me try to explain this in a different way...

"Relative pronouns always relate back to something or somebody else."

Take the example: This is the bank that accepted my identification.

Here the word "that" relates back to "bank". Here "bank" is the "something" that the definition talks about. Wink
