Hi Lynn,

this past Tuesday the most recent Tuesday in the past --can I also say " this Tuesday"?

Yes, as long as you use a past tense. With a future-oriented tense, it would refer to the closest Tuesday in the future.

You could also just say 'Tuesday'. eg I called Mary on Tuesday.
