he police later arrested James Burns and Edward Johnson, two men with long criminal records. Authorities charged both men were Erica's kidnapping.

Please rephrase secons sentence  "Authorities...were Erica's kidnapping." for clarity.

I'm 99% sure it's a typo - they were charged WITH Erica's kidnapping.
