Here's what I found in the dictionary, but I still failed to understsand its true meaning:

(1) people pay a price for being on the move constantly in that they don't plant any roots in a specific place;

(2)people who are always on the go avoid responsibilities and cares

Q1: Are the two explanation of the similiar meaning?

Q2: When should I say it?

If you are always moving from one city to another, perhaps due to your job, then it's hard for you to make friends.  It's hard for you to settle down and make your place seem like a real home.

(2)people who are always on the go avoid responsibilities and cares
Let's say work for a company, but you change your job responsibility very often.  Then even if you messed up in your previous assignment, you no longer have to be responsible to fix that situation because you would be on a new job. 

Q1: Are the two explanation of the similiar meaning?
They both apply to the person who moves all the time, but they mean two different consequences.  The first one is a price you pay.  You suffer the consequence of being lonely or unstable.  The second one is sort of an advantage, because you are not responsible for your past actions.

Q2: When should I say it?
This proverb can apply to anyone who changes their job, house, girl friend etc. very frequently.
