What is "SA"?
Context:
In accordance with Article 38 of the Labor Law of the People’s Republic of China and Client’s SA Standard. Workers shall also be given at least one-day rest per 7-day period.

There are a lot of SAs on google, Jobb, but the best bet is: 'SA' = 'Safety Assessment'.
