I've been taught that in the same sentence, the same tense should apply, If that's all there is to the rule, I don't agree at all.
eg He told me that he will arrive tomorrow.
eg He will graduate in 2008 but he started in 2004.
but for example -
'Dr Chan emphasised that the objective of the Consortium is to serve as a united force in industry'
Is the is correct? It indicates that the objective still exists even though the speaker spoke in the past. Sure, sounds fine to me.
