According to my understanding, "save to the extent" is similar to "except" or "unless". Based on this understanding I can perfectly understand the following sentence:

"This site is protected by copyright, and save to the extent necessary to access and read this site for lawful and domestic purposes, this site does not grant you any licence or other right of use to any of its or any third party's intellectual property (including without limitation trademarks, design rights and know how) contained on/in these web pages or otherwise."

However, I am confused with this one:

"Any dispute arising out of this contract shall be referred to arbitration in London in accordance with the Arbitration Act 1996 or any statutory modification or re-enactment thereof save to the extent necessary to give effect to the provisions of this clause.

Does the use of "save to the extent" in this sentence make sense?
