"...which sealed her decision..." Use figuratively

Hi,

For Madeline, one of the factors which sealed her decision to come to the ANU was a campus tour.

I know the word 'sealed' is used figuratively in this sentence but what exactly does it mean?

Closed / confirmed > Either you can seal a letter closed [use sealing wax to fasten it] or you can seal a document [put a marker on it to show that it has been ratified and is now in operation]
