It's Merriam Webster Collegiate for native speakers of American English, and Longman Dictionary of Contemporary English and Oxford Advanced Learner's Dictionary for ESL students.

The most complete in the world (but also unnecessarily complicated and expensive) seems to be one by Oxford University Press, OED.


This is my opinion, so it's up to you whether you want to believe it or not.
