=She won a competition in a certain newspaper or other. (2)

=She won a competition in certain newspapers or other.  (3)  ?

You don't use 'certain or other'. It only goes with some.

some=unspecified is a bit negative in its dismissiveness in this context (it may have been a 2nd class newspaper)
certain=particular
don't mean the same
