Although you can make a statement and turn it into a question with the right inflection when you say it out loud, generally in writing it's best to do the inversion and say "Can we...?" instead of "We can....?"

Start with a capital letter.

And, because many, many people get confused with GMT + and -, you may want to say say "PST (GMT + 8)" - Unless I've messed it up too (which is entirely possible), and it's really 8 hours the other way.
