This sentence is difficult to read, but grammatically correct. Right?

"In the book, the narrator and protagonist, Oskar, who carries a tin drum everywhere, successfully resolves to stay three feet tall, and cuts glass with his voice, recounts his life in Nazi-occupied Poland."

This is from a review of the book "The Tin Drum". The bolded clauses should be separated by commas not semi-colons, right?
