It didn't really pass the smell test in the first place, it looks like 2.5 percent now

What does the sentence mean?

Thanks,

Hi Bigworm! Could you give us a bit more of the context? Thanks!

"To pass the smell test" is an idiom meaning "to be morally acceptable". So, this sentence probably means something like: It wasn't really correct in the first place, and now it only looks very slightly more so.
