I would be grateful if someone help me to explain whether the following sentence are correct.

1. Testing for the system outstanding. (Phrase)

2. Testing for the system is still outstanding. (Sentence)

3. Labeling for the equipment missing

4. Labeling for the equipment is missing

2 & 4 are correct sentences. 1 & 3 are not sentences. Is that what you are asking?
