Please correct the mistakes:

The city newly granted 269 investment licenses with the capital of 2,000 million USD, of which the construction capital is 1,495  million USD and the equipment capital 359 million USD.

Hi,

The city newly granted 269 investment licenses with the capital of 2,000 million USD, of which the construction capital is 1,495  million USD and the equipment capital 359 million USD.

It's hard to correct this without a context. In particular, it's hard to know which kind of articles should be used. Perhaps you might say something like this.

The city granted 269 new investment licenses with a capital value of $2 billion US, of which construction capital is $1.495 billion and equipment capital is $359 million.

Is it still correct if I write:

If yes, do (1) and (2) have the same meaning?If not, what is the difference in meaning btw (1) and (2)?

I think this is better:

The city granted 269 new investment licenses with a capital value of $2 billion US, of which $1.495 billion in construction capital and  $359 million in equipment capital. (2)

I see no reason to use the definite article here, unless you have already referred to construction and equipment in some preceding sentence. That's what the articles suggest to me.

If you want to rephrase as

The city granted 269 new investment licenses with a capital value of $2 billion US, of which $1.495 billion in construction capital and  $359 million in equipment capital.

you need to say

The city granted 269 new investment licenses with a capital value of $2 billion US, of which $1.495 billion was in construction capital and  $359 million was in equipment capital. (2)
