Separate uncountable?

Hi,

Do they mean separate? Somtimes, iI am not sure how to take these seemgly uncountable nouns being referred by two different adjectives.
 
North and South Korea

state and federal government spending

new and old equipment

North [Korea] and South Korea.

state [spending] and federal government spending.

 new [equipment] and old equiipment

 

Yes, it means two separate things. It avoids repetition of a word in a sentence.
