What is the appropriate protocol when signing a letter on someone elses behalf.  Do you pp then sign the persons name or pp and sign you name

What is the appropriate protocol when signing a letter (formal) letter for someone that isnt present but is in a lower rank than you.  should the letter be redone with the officer that is in the higher rank's name?
