"...'sinks off Iran' " In quotation marks?

Hi all,

S Korean ship 'sinks off Iran' was the headline of a news article on BBC's news website about a South Korean-registered ship sank in Iranian waters. I couldn't figure out why  'sinks off Iran' was in quotation marks. Could you please tell me why that is the case?

Because they are just quoting what was said on Iran TV. It suggests that they have not confirmed what happened directly or may have some doubts about the accuracy of the Iranian report.

Maybe Iran actually caused the ship to sink.  Or at least the newspaper headline may have been designed to make us think of that possibility.
