social needs

These inconsistencies emerge because of the twofold role taken up by each person, who acts both as a citizen (???? by social needs) and a customer (driven by individual demands).

I cannot find a suitable word ... affected? pushed?
What I'd like to say is that people pursue the satisfaction of both individual preferences and social needs, even though they  conflict with each other.
