My other question is how much time the victim has after a car accident to file a suit. Is it one year?

what is the correct sentence if I want to use "would" and "eligible"

For how long would the vicitim of the car accident still be eligible...

I would put "after the accident" after "for how long" and try to avoid using "accident" twice so that it reads: For how long after a car accident would a vicitm still be eligible to file suit?
