It's politicians that rule a country, and in headlines it's usually like "Russia promises to reconsider blah-blah-blah", "Turkey closed the Bosporus and Dardanelles straits", etc. So I did mean politicians, not mere citizens. Moreover, this is why I repeatedly write "the USA government".   I don't have anything against people living in this or that country.
