What's the difference between "southeast" and "southeastern", and "east" and "eastern", etc?

Southeast Asia is the name of a geographical area.
southeastern Asia specifies a segment of Asia.

Sometimes East is a part of a name, and sometimes east isn't.
Sometimes Eastern is a part of a name, and sometimes eastern isn't.

Yes I did.  Capitalize proper names, i.e. the name of a region; do not capitalize words that simply indicate a geographical part of a region:  East Anglia;  the eastern United States.

A Southeast Asian country

and

A southeastern Asian country
