The global food crisis is not only being felt among the poor but it is also eroding the gains of the working and middle classes, sowing volatile levels of discontent and putting new pressures on fragile governments.

What does "sowing volatile levels of discontent" mean?

 

It means "to make variable levels of displeasure". People are becoming more and more

unhappy because of that.

"Sowing" is what you do with seeds. An odd choice with "volatile levels of discontent," even in a metaphorical sense.
