Speak to, with ??

When to use this prepositions??
I've heard "God speak to us" and "I speak with you" but I cannot find a rule for it...

There's not really a rule.

Speaking to someone is a one-way thing.  The other person may not even respond.
Speaking with someone typically means that the other person is also speaking;  the two of you are having a conversation.

I talked to them for an hour.

I talked with my friends overnight.

Yes, there can be the same distinction in meaning sometimes.
