Conservatives hopes to spend Canada out of recession with billions in stimulus.

 How to understand the "spend?" I know spend money, do not know spend Canada. Thanks.

 Not directly. The Conservative government is spending money on some kind of stimulus package that they hope will invigorate the Canadian economy. (When that happens, of course, the Canadians will be doing more shopping.) Smile
