What's the difference between " Staff" and " Personal" ? 

Can I say " I would like to be a HR personal." ?

 It's actually personnel.

And about your sentence below...

I think you could say it 'I would like to be a part of the HR Personnel.'.

And I dunno for sure but maybe personnel is used more in the military.
