--Dad had cough up the money I need since I am going to be using the computer for my school work.

What does 'cough up'mean?

This is an idiom and is used in informal English. Someone who "coughs up" money for something pays for it, even though it might be hard to find enough money. 

Dad had to "cough up" the money for the computer. (Dad had to pay for the computer.)

Dad "coughed up" the money for the computer. (Dad paid for the computer.)
