Is this talking about the chair-like things outside the store?
Big umbrellas or something were put up because
it was going to rain?

Some context would be helpful. Where did you find this writing? For example, did you see it at a store? If you didn't, then I doubt that it has anything to do with chairs at a store.Smile [:)]

Anyway, it's a bit oddly worded because the first half is terse and the second half is rather flowery.

Seems straightforward - before winter, put your garden chairs under some kind of protection - either a roof or a fitted waterproof cover.
