When you clean glass (or any similar surface, like metal), you sometimes leave streaks -- long, fine lines formed when the cleaning agent dries -- that mar the appearance of the glass, making it look less than perfectly clean.  streak-free means free from streaks, having no streaks, perfectly polished and clean.
