Is the above sentence correct? If it is, what does it mean?

The sentence seems to be grammatically correct, but it is meaningless to me.  Context?

The writer is probably thinking of He is down to the (home) stretch.

He is down to = he has reached, he only has this left to do

the (home) stretch = the final section of a race, of a task. 'Home' is often omitted.
