One of these that still survive is the principal of universal service. Is it "survives" or "survive", please advise which is the subject.

It's 'survive'- and you'd probably want to put 'those' instead of 'these'

It depends on whether there are other survivors. It needs restructuring:

'One of the surviving [principles] is...'-- 'one' is the subject, and others survive.
'One that survives of these [principles] is...'-- 'one' is the subject, no others survive.

There are two subjects.  one is the subject of the main clause:  One ... is the principle* of universal service.  these is the subject of the subordinate (relative)  clause:  These still survive. / ... these that still survive.

*Note the correct spelling.
