Without further context, either will work, and I would choose the second for economy of wording.

Like "A new trend is sweeping the nation - hula hoops!"?  Or: "A sense of urgency regarding climate change is sweeping the globe." ?

Why does the system which is sweeping over the world fail to satisfy their citizens?

                                                 is sweeing the world

                                                 is sweeping all over the world

                                                 is sweeping through the world

                                                 is sweeping across the world

 

which is  better??

Are there some differences in these sentences??

"Their citizens" does not make sense in relation to something sweeping "the world". And without knowing what the system is, it is difficult to say which would be best.

It is common to say
"the system which is sweeping the world"
"the system which is sweeping over the world"
"the system which is sweeping across the world"

I don't think I have heard
"the system which is sweeping through the world"
but I would not consider it wrong.

...sweeping the world or ... sweeping across the world.

Don't use "over" - it almost sounds like it's passing the word by.

By the way, I would use "that" instead of "which."
