taco short of a combo plate

Can I say, 'I'm dumber than a rock' to mean I'm dumb?

Why is a taco short of a combo plate equal to dumb? Any idea?

I've never heard that one, but there are SO MANY expressions to say that. A couple sandwiches short of a full picnic, a few clowns short of a full circus, etc. etc. I just means that he's "incomplete" (mentally).

Thicker than a brick is a bit more natural than dumber than a rock, but that one is okay too.
