Hello! What is the meaning of "take in" in this sentence:

"Councillor Howard Moscoe, who represents the city ward that takes in Zaritsky's building, told the meeting that infestation there is "now everywhere"

Well, to me it sounds like includes

Think of take in as giving shelter (haven) to something.
