Police have [taken away/arrested] a total of 100 children from the polygamy ranch in Texas.

Do both choices carry the same meaning?

Thanks!

No.  Anyone can take children away from a place, possibly for their protection.

To arrest someone is more of a legal procedure where the police take a person accused of a crime into custody.
