What does the above sentence mean?

It seems to be a play on words on 'solar/sun' and 'shine'.  What was probably meant is that solar energy takes on a new form (in Singapore).

Instead of 'a new form' you could say 'a new light/aspect/dimension/twist/turn, for example.

But the word 'shine' is just perfect in this context, I think.

It looks very like a newspaper reoprt's headline, in which case it might also mean that solar energy is becoming economically important for investors/builders.
