Teachers, how would you describe the tea leaves in boiling water when they "spread". Before they are put in boiling water, they are little "bulbs". Thank you very much for your help.

They 'uncurl'; then they 'steep' or 'infuse' in the boiling water for a few minutes; or the tea 'brews'.

If you're looking for a figurative description, you could say that they begin as 'buds' and end as 'petals'.
