'Halting', 'broken', etc. can be used, of course, but not 'good', 'bad', etc.

Own up, W. You are really Oskar Homolka, addressing Michael Caine in 'Billion Dollar Brain'. That's the only example of 'English' as a proper noun you're going to dig out... apart from maybe an ex-manager of the Welsh Football team.

Your question makes me think that, even though you noticed the quotes, to the extent that you used them in your reply, you don't recognize the problem, that they can easily be taken to be scare quotes. Otherwise, why would you not see that is a curious usage?

The original poster wrote rather than . To most people, this would be taken as a use of scare quotes, in this case the use of quotes to question the concept of good English. This is presumably just the opposite of what the OP intended.
