A sentence: Intended for downloading game content, the browser could be redirected to other sites by the technically savvy.

What's the meaning of by the techinically savvy? Is it correct in grammar?

The browser could be redirected to other sites by people who were experienced in using computers and the internet. (people who knew what they were doing)

I think the usage is fine. The spelling should be technically, though.

But if "savvy" is a noun here, should it be "technical savvy"?

If "savvy" is a verb, I wonder if a verb itself can follow the preposition"by" ?

Hi,

In the technically savvy, savvy is an adjective. The word people is understood to be there, eg the technically savvy people. It's similar to such phrases as feeding the hungry (people).

Savvy means having practical knowledge.
