Distinguishing tone in this sense is a matter of gaining familiarity with the language.  Formal vocabulary tends to be multisyllabic and rooted in Greek/Latin, while informal English tends to be short and Anglo-Saxon-- but certainly not exclusively.  To learn the vocabulary ('register', actually) of newspaper English, you need to read a lot of newspapers.
