Ten four?

I heard a lot of "Ten four's" from cops in movies, but when I asked many people (including one retired L.A.P.D. officer) what it means, they couldn't give me a confirmed answer.  The latest one I got was that it means "Copy that!".  Is this one corret?  Can anyone tell me the origin of "ten four"?  Thanks a million!

 Ten-four "I understand, message received," is attested in popular jargon from 1962, from use in CB and police radio 10-code (in use in U.S. by 1950).
