 They are both adverbial in this context. "Tender" (tenderly): affectionate or loving; sentimental or amatory; "true": in a true manner; truly; truthfully.

tender = sweetly, gently
true = honestly

Note that both words should be adverbial in form, but poetry takes a lot of liberties.
