Tenderhost?

This is from a documentary on WWII, 'tenderhost' is what it sounds like to me. I have trouble understanding this setence, presumably because I don't know what 'tenderhost' is supposed to be.. anyone help?

probably 'tenterhooks' from the context and I it would sound similar if you weren't familiar with the expression 'to be on tenterhooks'.

Thanks nona, but 

I don't understand what the sentence is supposed to mean.. does the sentence make sense, and if so what does it mean? I'm confused about the part where it says 'the threat'.. how that plays along with the rest of the sentence. Well, frankly, other parts are confusing too.

 It means that the constant attacks and threatened attacks on the convoys ensured that the home fleet was constantly on guard and nervous until the end of 1944 when the attacking navy was beaten.
