What is the difference ion meaning btw (1) and (2)?If only (1) is correct, why?

What is the difference ion meaning btw (1) and (2)?If only (1) is correct, why?

Assuming that the statistics are not immediately available at the end of the third quarter, all of this refers simply to facts about past events. Thus, only the simple past tense is appropriate.
