What tense is being used? Why do we use this verb tense in English?
The ball was hit over the fence.

"The ball was hit over the fence"
the "was hit" (aka the verb) makes it past tense.

The tense is Past Passive.
Past Passive consists of "was" or "were" followed by the past participle PP of the verb.
"hit" is an irregular verb. Its three principal parts (infinitive, past simple, PP) are "hit", "hit", "hit".
