 Could somebody please check the tenses in this sentence. Thanks

Those perceptions must be understood taking into account that they were sought only six months after the BOTs had been established in schools, and while the initial ministerial decree (258/2005) was still in action.

Just an aside: "decree was still in action" doesn't seem natural.  Perhaps "still active", but more likely "still in effect."
